EU Votes to Cut Emissions 90% by 2040

The European Parliament has voted to make one of the boldest climate commitments in history. On Tuesday, lawmakers backed a plan requiring all EU member states to cut greenhouse gas emissions by 90% by 2040, compared to 1990 levels.

The vote passed with strong support at 413 to 226. This makes the 2040 target legally binding for all 27 EU countries, building on their existing commitment to reach climate neutrality by 2050.

The new law doesn't just set an ambitious goal. It gives countries practical flexibility to meet it without crushing their economies.

Starting in 2036, nations can use high-quality international carbon credits from partner countries to cover up to five percentage points of their reduction requirements. The law also allows domestic carbon removal projects to offset emissions from industries that are hardest to decarbonize, like steel and cement manufacturing.

In a move that gives businesses more time to adapt, the introduction of ETS2 has been postponed from 2027 to 2028. This new emissions trading system will eventually cover carbon emissions from buildings and road transportation.

The law includes built-in reality checks. Every two years, the European Commission will review progress using the latest scientific data, technological advances, and economic impacts on businesses and households.

If energy prices spike or industries struggle to compete globally, the Commission can propose changes to the target or add support measures. The goal is to protect both the planet and Europe's economic health.

The Ripple Effect

This decision sends a powerful signal beyond Europe's borders. When a bloc of 450 million people commits to cutting nearly all emissions in 16 years, it creates massive demand for clean technology, green jobs, and sustainable infrastructure.

That market pressure drives innovation worldwide. Solar panels, wind turbines, electric vehicles, and carbon capture technology all become more affordable as Europe scales up demand.

The law also demonstrates that climate action doesn't require choosing between the environment and the economy. By including flexibility mechanisms and regular reviews, European lawmakers showed that ambitious targets can coexist with industrial competitiveness and social stability.

For countries watching from the sidelines, the EU just provided a roadmap. Set bold targets, make them legally binding, but build in smart flexibility that recognizes real-world challenges.

The agreement moves to the Council for final endorsement, then takes effect 20 days after publication. After years of negotiations and compromises, Europe has drawn its line in the sand: 90% cleaner air, water, and land by 2040.
