Finland Leads Green Hydrogen Revolution in Oulu

Finland is proving that mid-sized cities can lead the global clean energy revolution. The northern city of Oulu has transformed into one of Europe's most dynamic hydrogen hubs, attracting billions in green investments and pioneering technologies that could eliminate fossil fuels from steel production.

The numbers tell an impressive story. In 2025, Oulu secured a €1.4 billion hydrogen refining plant that will produce 80,000 tonnes of sustainable aviation fuel annually and create 250 jobs. German company Hy2gen is building a 200 MW renewable hydrogen facility at the city's port, while multiple other firms have launched similar projects.

What makes Oulu special isn't just its ambition but its advantages. The region offers abundant low-cost renewable energy, world-class research facilities, and excellent shipping logistics. These factors create perfect conditions for the emerging hydrogen economy.

At the heart of this transformation sits the University of Oulu, which coordinates over 60 hydrogen projects worth more than €64 million. The research covers everything from hydrogen production and storage to practical applications in transportation and industry. This comprehensive approach ensures Finland develops complete solutions, not just isolated technologies.

The university's flagship H2FUTURE programme is tackling one of industry's toughest challenges: making steel without fossil fuels. Running from 2023 to 2028, this research effort brings together chemists, physicists, and engineers to develop breakthrough methods for clean hydrogen production and carbon-free steelmaking.

Steel production currently accounts for roughly 8% of global carbon emissions. Finding ways to eliminate those emissions could dramatically accelerate climate progress worldwide.

The Ripple Effect

Oulu's hydrogen success is creating waves far beyond Finland's borders. The city actively participates in BotH₂nia, an international alliance building a large-scale hydrogen economy around the Baltic Sea. Through events like Nordic Hydrogen Week, Oulu brings together industry leaders, researchers, and policymakers to share knowledge and forge partnerships.

The university has also launched extensive education programs to train the next generation of hydrogen experts. New courses in hydrogen technologies and fuel cells are preparing students for careers in this booming field. The university even created Hydrogen Research Forum Finland, a national platform connecting researchers across the country to amplify their collective impact.

These educational efforts ensure Finland will have the skilled workforce needed to maintain its leadership position as the hydrogen economy expands. Students graduating from these programs will carry Oulu's innovations to projects around the world.
