The secret? Shanoff says the district changed its entire culture around expectations. "When students walk through our doors, when they register, it's not just a goal. It is the expectation," he explained. "Students will walk across the stage. Students will receive their diploma."

Still, Shanoff acknowledged the work isn't finished. "We celebrate the fact that 91.1% of our students graduated," he said. "But we also recognize that means 8.9% did not, and that is something that we continue to work on."

The impact extends beyond high school diplomas. Now 62% of graduates enroll in Florida public colleges and universities, thanks in part to the Osceola Prosper program that removes financial barriers.
Before this county-funded initiative, Osceola ranked 62 out of 67 Florida counties for college enrollment. "Our students were not going to college because they could not afford it," Shanoff said. The county commission stepped up to change that reality.
Celebration High School improved graduation outcomes for students eligible for free and reduced lunch by nearly 7 percentage points. These gains show what happens when schools refuse to let zip codes determine destinies.
