Gujarat Guarantees Jobs for Veterans in City Governments

When Haresh Vithlani retired from the armed forces, he noticed something troubling: cities across Gujarat were ignoring job reservations meant for veterans like him. So he took his fight to the Gujarat High Court, and this week, he won for thousands of retired servicemembers.

Gujarat's government announced it will now require every city government, municipality, and urban local body to reserve jobs specifically for ex-servicemen. The policy creates a clear path from military service to civilian government work, honoring the sacrifice of those who served.

The reservation system works on a sliding scale based on job level. Veterans will receive 1% of Class I and II positions (senior roles), 10% of Class III positions (mid-level jobs), and 20% of Class IV positions (entry-level roles).

Vithlani, who became a lawyer after his military service, argued that the state had an obligation to ensure livelihood security for retired military personnel. Municipal corporations had frequently overlooked the mandatory reservations, leaving veterans without the opportunities they were promised.

The Gujarat High Court heard his petition before Chief Justice Sunita Agarwal and Justice D N Ray. Government officials confirmed they've already issued detailed instructions to all municipal authorities to implement the policy uniformly across the state.

The Ripple Effect

This decision does more than create job openings. It brings military discipline, leadership experience, and a service mindset into civic administration exactly where communities need it most.

Veterans gain structured post-retirement employment instead of uncertain job searches. Cities gain experienced professionals who already know what public service means. And families of servicemembers get the security of knowing opportunities await after years of sacrifice.

The policy also sets a precedent other Indian states may follow, potentially creating similar pathways for veterans nationwide.

Gujarat's urban local bodies must now ensure these reservations appear in every future recruitment drive. The state's Commissioner of Municipal Administration will oversee uniform implementation, closing the loopholes Vithlani identified.
