Illinois Town Sets 40% Emissions Cut Goal by 2040

A small Illinois village just proved that local action can create big environmental wins.

Winnetka's Village Council unanimously approved a comprehensive climate action plan in July, committing to reduce greenhouse gas emissions by 40% below 2022 levels by 2040. The plan passed with enthusiastic support from both officials and residents who see it as a roadmap for protecting their community's future.

Village Sustainability Manager Elyse Steiner presented the framework, which starts with hard data. In 2022, residential buildings produced 55% of Winnetka's emissions, followed by transportation at 23% and commercial buildings at 16%. The remaining 6% came from industrial buildings, institutions, and waste.

The plan focuses on four key areas: buildings and energy, transportation, waste, and land and forestry. Practical solutions include retrofitting buildings for better efficiency, installing modern lighting, purchasing electric vehicles for municipal use, and expanding tree coverage throughout the village.

The village is creating a public dashboard on its website where residents can track real-time progress on every goal. The Environmental, Forestry and Sustainability Commission will work with the village manager's office to prioritize initiatives, which will then come before the Village Council for approval.

Winnetka joins its neighboring communities in setting ambitious but achievable climate goals. King Poor, a member of the environmental commission, called it "an important public commitment by the Village about our commitment to preserving the environment and sustainable living."

Trustee Kim Handler emphasized that the plan "is a beginning rather than an endpoint," opening the door for even more aggressive action down the road. Fellow Trustee Scott Myers agreed, encouraging the village to push beyond current recommendations and live up to the commitment made to residents.
