India is about to do something no major space nation has tried: let a private company run a government-owned spaceport.

The Indian National Space Promotion and Authorisation Centre just invited Indian firms to operate the Small Satellite Launch Complex being built along the coast in Tamil Nadu. The 2,233-acre facility, which Prime Minister Narendra Modi broke ground on in February 2024, is designed specifically for rockets carrying small satellites up to 500 kg into orbit.

The location matters. Sitting on the Gulf of Mannar, rockets can launch south over open ocean without flying over cities or towns. That makes it perfect for the Earth observation and remote sensing satellites that dominate today's small satellite market, which need polar and sun-synchronous orbits.

Here's what makes this different: India isn't selling or leasing the pad to one company. The government keeps ownership while a private operator handles day-to-day operations, maintenance, and launch campaigns. Any rocket maker, from startup Skyroot Aerospace to the state-backed SSLV team, can book the pad as a customer.

That's the opposite of how NASA does it. SpaceX exclusively controls Launch Complex 39A at Kennedy Space Center and only flies its own rockets from there. India's shared model spreads costs across multiple companies and could mean more frequent launches.

The approach solves a real problem for India's growing space industry. Rocket startups can focus their limited resources on building better vehicles instead of maintaining expensive launch infrastructure. Meanwhile, India's main spaceport at Sriharikota, which handles the country's bigger and more complex missions, gets some breathing room.

ISRO isn't just handing over the keys and walking away. The space agency will train the winning operator for up to a year or through the first three launches, whichever comes first. After that, the private team takes full control.

The eligibility requirements are steep. Companies need seven years of operations, at least ₹1,000 crore in net worth, and ₹2,000 crore in annual revenue for three of the last five years. That rules out most startups bidding alone, though they can join larger companies in a consortium.

This is the latest chapter in India's space reforms that started in 2020, gradually opening satellite manufacturing, ground stations, and now launch operations to private investment. The spaceport is expected to be ready between 2026 and 2027, with the first commercially operated Indian launches following soon after.

If it works, other countries watching their own launch backlogs might take notes.
