Karnataka Tests Voice AI for Skills and Health Services

Karnataka is exploring how voice AI could make government services more accessible to millions of citizens, from job interview practice in local languages to restoring voices for people who can't speak.

The state government met with ElevenLabs, a leading AI audio company, in Bengaluru in late August to identify practical applications for voice technology. While no deals have been signed yet, five potential areas emerged: voice-enabled job skills training, investor support services, voice restoration for medical patients, cultural preservation projects, and tools to fight deepfake audio.

The timing reflects Karnataka's broader push into artificial intelligence. The state has committed Rs 28 crore to an AI Centre of Excellence, doubled startup grants to Rs 1 crore, and signed agreements with the World Economic Forum and companies like Anthropic this year alone.

Minister Priyank Kharge emphasized that the goal isn't just demonstrations but actual working systems citizens can use. He asked the teams to develop a clear roadmap leading to an initial pilot with measurable public impact.

One standout application could help people who've lost the ability to speak due to illness or injury. Voice AI can now recreate someone's voice from short audio samples, potentially giving them back a piece of their identity.

The discussions also tackled a growing challenge: fake audio clips spreading false information about government programs. ElevenLabs demonstrated detection systems that can identify AI-generated speech and trace audio back to its source, even after the file has been compressed or re-recorded.

For a state government, being able to quickly verify whether a viral audio announcement is authentic matters enormously. Invisible watermarks embedded during creation could help officials confirm or debunk claims within minutes.

Karnataka's advantage lies in its existing tech ecosystem. Bengaluru hosts over one million tech workers and has become a priority market for ElevenLabs, which raised $500 million earlier this year at an $11 billion valuation.

The company already runs an Impact Programme in India offering free voice AI tools to nonprofits working on speech restoration, multilingual education, and regional language preservation. These align closely with what the state government wants to pilot.

The Ripple Effect

If Karnataka succeeds in deploying voice AI at scale, other Indian states will likely follow. The technology could make government services accessible to citizens who struggle with literacy or prefer their native language over English or Hindi.

Voice-enabled interview practice could help millions of young Indians prepare for jobs in their own language before transitioning to English-speaking workplaces. Cultural projects could preserve endangered regional languages by creating voice datasets and interactive tools.

The real test comes next. ElevenLabs is hosting an India summit in Bengaluru in early October where it will share detailed India plans. By then, the minister wants to see a concrete roadmap showing how these technologies move from meeting rooms to actual citizen services.

Karnataka isn't just talking about AI's future anymore—it's building the systems to make that future work for everyday people.
