Then things started to change. Pollution levels dropped in both cities over the study period, but London's air cleaned up more than twice as fast. Nitrogen dioxide, the harmful gas that pours from vehicle exhausts, fell by 3.8 micrograms per cubic meter each year in London, compared to just 1.8 in Luton.

As the air cleared, children's lungs responded. London kids began growing lung capacity faster, gaining an average of 233 milliliters per year compared to 223 milliliters in Luton. After four years, something remarkable happened: the London children had completely caught up.
The study, published in The Lancet Public Health, is the first to directly link a clean-air zone with improved lung growth in children. This matters more than you might think. Kids whose lungs don't fully develop face higher risks of asthma and serious health problems throughout their lives.
The Ripple Effect
The health gains went beyond just faster growth. In central London, the proportion of children with impaired lung function dropped from 14% to 9% as pollution levels fell. That means hundreds of kids avoided the breathing problems that could have followed them into adulthood.
The ULEZ hasn't been without controversy. Some residents challenged the zone's expansion in court, and vandals damaged or stole monitoring cameras. But the High Court allowed the program to continue, and it now covers all of London's boroughs.
