Maryland Launches AI Lab to Modernize State Services

Maryland is betting big on artificial intelligence to make government work better for everyone. Governor Wes Moore announced last week that the state launched an AI Innovation Lab, giving every state agency a safe space to experiment with AI tools that could transform how they serve residents.

The lab lives inside Maryland's Department of Information Technology and works like a testing playground. Agencies can try out AI solutions in a controlled sandbox environment before rolling them out to the public, ensuring everything works smoothly and securely.

State workers won't be left to figure out AI alone. The lab offers ready-to-use software packages to build chatbots, architecture sessions to test new AI tools, and even a red-teaming service where security experts pretend to be hackers to stress-test the systems before launch.

Pat McLoughlin will lead the effort, bringing experience from running the Maryland Benefits Platform, the state's largest online portal where residents access essential services. The lab's team includes state employees with AI expertise who will train agency staff and help turn successful pilot programs into permanent solutions.

The Ripple Effect

Maryland isn't just playing with shiny new tech. The lab directly supports the Governor's Modernization Initiative launched in January 2025, aiming to make government faster and more efficient across the board.

The state is already partnering with AI company Anthropic to reduce child poverty and improve housing access. By using AI to streamline processes and cut through red tape, Maryland expects to save taxpayers millions, starting with smarter fleet management.

Every AI project will follow Maryland's Responsible AI Policy, the statewide framework that ensures AI systems stay ethical, transparent, and accountable. The state is proving you can embrace innovation while keeping guardrails in place to protect residents.

Moore emphasized that this isn't about replacing human workers but empowering them with better tools. "Maryland is leveraging AI to make our government faster, smarter, and more efficient," he said, noting the state is leading the nation in responsible AI deployment.

The real winners here are everyday Marylanders who might soon get benefits approved faster, find affordable housing easier, or access services that once took weeks in just days.
