Maryland Programs Support 24,000 Jobs in One Year

When a state invests in its businesses, real people land real jobs. Maryland just proved that with numbers that matter: 24,000 jobs supported in a single year through smart incentive programs.

Governor Wes Moore announced the milestone today, revealing that Maryland Department of Commerce finance and tax incentive programs helped create or retain 13,000 direct jobs during fiscal year 2025. The remaining positions came from the ripple effects those businesses created throughout their communities.

More than 830 businesses used these programs over the past year. They brought nearly $434 million of private investment into Maryland projects, from small startups to major manufacturers.

The manufacturing sector led the pack with 8,460 jobs created or retained. Retail trade came in second with 944 positions, while professional and scientific services added 894 jobs in fields like biotechnology and cybersecurity.

Five programs did most of the heavy lifting: Advantage Maryland, Job Creation Tax Credit, More Jobs for Marylanders, Partnership for Workforce Quality, and the Small, Minority and Women-Owned Business Account. The Research and Development Tax Credit handed out the most individual awards, encouraging companies to innovate right here in Maryland.

"Our incentive programs are delivering real results—empowering local entrepreneurs, investing in our workforce, and giving companies a reason to grow right here in Maryland," Governor Moore said. He's planning to double down on these programs in the coming fiscal year.

The results show three years of steady momentum. Since fiscal year 2023, Maryland's commerce programs have supported an estimated 55,800 jobs statewide.

The Ripple Effect

Every direct job these programs create sends waves through Maryland communities. When a manufacturer hires workers, those employees spend paychecks at local shops and restaurants. When a tech company expands, it needs suppliers, contractors, and service providers.

Secretary of Commerce Harry Coker, Jr. emphasized the breadth of support available. "From agriculture and forestry specialists to military veterans turned entrepreneurs, the State of Maryland is dedicated to providing financial incentives for every type of business," he said.

The department is working with state legislators this session to make the programs even more effective. Their goal goes beyond just helping companies succeed—they want the best possible return on investment for Maryland taxpayers.

Each program targets specific outcomes and timelines, so direct comparisons don't tell the whole story. But the overall picture is clear: when states back their businesses, workers win.
