Montenegro Teams With Abu Dhabi for 2GW Clean Energy Push

Montenegro is about to become a renewable energy powerhouse thanks to a major partnership between Abu Dhabi developer Masdar and local utility Elektroprivreda Crne Gore.

The two companies just signed agreements to build 150 megawatts of solar power across two projects in Montenegro. The Štedim solar project will generate 115 MW, while the Krupac solar project will add 35 MW to the grid.

But that's just the beginning. The partnership targets 2 gigawatts of renewable capacity across the country, including solar, wind, hydropower, and battery storage. That's enough to power Montenegro's entire domestic needs and still have plenty left over to export.

Montenegro's Energy Minister Admir Šahmanović called it a game changer for his country. "We are launching investments worth hundreds of millions of euros that will strengthen our energy security, create new jobs and new development opportunities for our citizens," he said.

The nation already has an underwater power cable connecting it to Italy, which means this clean energy can flow throughout Southern Europe and the Western Balkans. Montenegro is positioning itself as a green energy bridge between the Middle East and Europe.

The timing couldn't be better. Montenegro's solar capacity doubled from 64 MW to 100 MW just last year, showing the country's commitment to clean energy was already accelerating. The grid operator recently approved a 385 MW solar project set for completion in 2027, and French developer Qair just secured permits for another 50 MW solar plant.

The Ripple Effect

This partnership shows how international cooperation can supercharge climate action. Montenegro gets energy independence, job creation, and a new export industry. Europe gets more clean power flowing through its grid. And the planet gets gigawatts of renewable energy replacing fossil fuels.

The framework agreement also includes plans for 400 MW of pumped hydro storage, which acts like a giant battery to store excess solar and wind power for when it's needed most. That kind of storage capacity makes renewable energy more reliable and valuable.

For a small nation of just 620,000 people, Montenegro is proving that ambitious climate goals aren't just for economic giants.
