Navy and Gulf Blue Partner to Speed Ocean Tech Innovation

The U.S. Navy's oceanography command just opened a powerful new pipeline for getting breakthrough technologies from Mississippi researchers and small businesses directly onto naval vessels.

Commander, Naval Meteorology and Oceanography Command (CNMOC) signed a five-year Partnership Intermediary Agreement with Gulf Blue, a University of Southern Mississippi subsidiary. The deal creates a formal bridge between Naval Oceanography and Gulf Coast innovators, helping dual-use technologies move faster from concept to real-world application.

CNMOC, headquartered at Mississippi's John C. Stennis Space Center, leads all Navy meteorology and oceanography operations. The command provides critical environmental intelligence that keeps naval and joint forces safe and effective, from weather forecasting to ocean mapping.

Under the new agreement, Gulf Blue will scout promising technologies from Gulf Coast companies and universities that could solve Naval Oceanography's mission-critical challenges. The partnership works both ways: CNMOC will also share its research capabilities and available technologies with businesses and educational institutions looking to license or collaborate.

"To meet the demands of the modern fleet, we have to move at the speed of innovation," said Sidney Dills from CNMOC's Office of Research and Technology Applications. Gulf Blue essentially becomes an extension of the Navy's tech transfer office, constantly evaluating technologies that address both current warfighting needs and emerging threats.

The partnership includes hands-on support for small businesses navigating federal research opportunities, connections to funding programs, and workforce development initiatives linking CNMOC experts with students and educators. Gulf Blue will organize technology showcases and market research activities to highlight what Mississippi innovators can offer.

The Ripple Effect

This collaboration taps into something special about the Mississippi Gulf Coast: an unusually dense concentration of federal research facilities, ocean science expertise, defense operations, and university resources all in one region. By connecting these dots more intentionally, promising innovations can reach the fleet faster while creating jobs and economic growth locally.

Dr. Brian Cuevas, associate vice president of research at Southern Miss, emphasized that the partnership gives Mississippi companies and researchers a clear path to engage with Naval Oceanography. "This gives us another powerful mechanism to help companies and researchers engage with Naval Oceanography while supporting technology commercialization, economic development and national security," he said.

The agreement also opens doors for joint technology showcases where CNMOC and Gulf Blue can spotlight research priorities and connect with potential commercialization partners. This strengthens the regional pipeline of talent and companies supporting ocean science, maritime technology, and defense needs.

For innovators working on ocean technologies, the message is clear: there's now a direct line from Gulf Coast labs to the U.S. fleet, and the pathway just got significantly shorter.
