The largest initiative, NG-CARES, will receive $1.25 billion from the World Bank to support smallholder farmers, micro and small businesses, and vulnerable communities. Another $300 million will fund the SOLID program, which bridges the gap between emergency help and long-term stability for internally displaced persons and their host communities.

The $1.5 billion HOPE package tackles healthcare and education head-on. Its healthcare component will improve primary care access for about 40 million Nigerians, aiming to reduce maternal and child mortality while making treatment for common illnesses more accessible.

The results are already showing. More than 3,000 primary healthcare centers have been upgraded nationwide, with another 1,000 nearly complete. Quarterly visits to these centers have jumped from fewer than 10 million in early 2023 to 45.5 million, and over 69,000 frontline health workers have received training.

On the education front, the HOPE Edu program will reach nearly 30 million children in 65,000 public schools. It will support 500,000 teachers, improve school buildings, strengthen literacy and numeracy skills, and create a digital system to track educational progress across the nation.

When families have stronger livelihoods through farming or small business support, children can stay in school. When healthcare improves, parents can work and children can learn. The government's expanded cash transfer program has already reached 15 million vulnerable households, helping an estimated 7.5 million Nigerians climb out of poverty. The original NG-CARES program benefited about 17.6 million people between 2021 and 2025.

President Tinubu pointed to encouraging economic signs, including foreign reserves exceeding $50 billion and inflation declining significantly from its 2024 peak. He urged state governments and implementing agencies to ensure the programs are carried out transparently and effectively.
