Nigerian Public Servant Wins Oxford Scholarship

A Nigerian space agency director with nearly two decades of public service experience is heading to one of the world's top universities to sharpen her policy skills.

Joy Ugonma Olayiwola received the 2026 Aig-Imoukhuede Foundation Scholarship to pursue a Master of Public Policy at Oxford University's Blavatnik School of Government. She currently serves as Assistant Director at Nigeria's National Space Research and Development Agency and leads the Smart Geospatial and ICT Unit at GeoApps Plus Limited.

The scholarship covers her full tuition and expenses for the intensive program. Established in 2017, it specifically supports Nigerian government workers pursuing advanced policy education at Oxford.

Olayiwola brings deep expertise in digital systems, data solutions, and building institutional capacity across Nigeria's public sector. Her work combines cutting-edge technology with practical government problem-solving.

What excites her most isn't just the Oxford classroom experience. She's eager to learn alongside public servants from around the globe, comparing notes on what works in different contexts and bringing those insights back home.

"I hope to learn from their experiences and bring Nigeria into those conversations," Olayiwola said. She wants to understand how policy, institutions, economics, and people interact when governments make important decisions.

The Ripple Effect

The scholarship has now supported 34 Nigerian public servants studying at Oxford. These graduates have returned home and applied their learning to critical areas like healthcare delivery, fighting human trafficking, and reforming government institutions.

The foundation invests in public servants because strengthening government requires strengthening the people inside it. "We provide public servants with opportunities to learn, broaden their perspectives and develop the capacity to approach complex challenges with greater insight and judgement," said Ofovwe Aig-Imoukhuede, the foundation's Executive Vice Chair.

Each scholar gains world-class training, global connections, and fresh approaches to tackle Nigeria's toughest challenges. They return equipped to make government work better for millions of citizens.
