Pennsylvania Renews Solar for Schools with $25M Budget

Pennsylvania schools struggling with rising energy bills just got a major lifeline that could save them millions while teaching students about clean energy.

The state's Solar for Schools program has been renewed for a third year with $25 million in funding. The initiative helps schools across Pennsylvania install solar panels and lock in lower, predictable energy costs.

State Rep. Elizabeth Fiedler, who chairs the House Energy Committee and launched the program in 2024, knows schools face the same affordability crisis hitting Pennsylvania families. The program offers districts a real tool to fight unpredictable energy bills and redirect savings toward what matters most: educating kids.

The changes this year make going solar even easier. Grants now cover up to 75% of total project costs, a big jump from the previous 50% maximum. Schools can also enter power-purchase agreements with solar developers, removing the burden of massive upfront costs while still securing fixed, lower energy rates.

Seventy-three schools and districts across 23 counties received funding in year one. The Community College of Philadelphia, Bloomsburg Area School District, and Exeter School District are among those breaking ground on solar construction by year's end.

The program creates jobs for skilled electrical workers while generating hands-on training opportunities for students. Kris Anderson from the International Brotherhood of Electrical Workers praised the initiative for creating work for IBEW members while giving schools money-saving opportunities and students real-world learning experiences.

The Ripple Effect

This program does more than cut energy bills. PennEnvironment estimates participating schools will save around $342 million over the lifetime of their solar systems.

Those savings go straight back into classrooms, teacher salaries, updated materials, and student programs. Meanwhile, students get to see renewable energy in action every day, learning firsthand how clean technology works.

The solar installations also help Pennsylvania meet growing energy demand from data centers while advancing the state's transition to renewable energy. As federal clean energy programs face rollbacks, states like Pennsylvania are stepping up to own their renewable future.

School districts, charter schools, cyber charters, community colleges, and other educational entities can all apply. Applications are accepted on a rolling basis, meaning schools can join the program whenever they're ready.

Twenty-three counties already have schools going solar, proving this solution works across urban, suburban, and rural Pennsylvania alike.
