Revolution Wind Completes America's Third Offshore Wind Farm

After nine years of planning and two court battles with federal regulators, America's third major offshore wind farm just reached a major milestone.

Revolution Wind installed its final turbine this week in Rhode Island Sound, completing the physical construction of a massive clean energy project that refused to quit. The 65-turbine farm represents a $6.2 billion investment and promises to deliver enough power for hundreds of thousands of New England homes.

The journey wasn't easy. The project started installing turbines in September 2024, but faced two federal stop-work orders from the Trump administration in 2025. First came claims of permitting irregularities in August. Then in December, officials halted all five under-construction U.S. wind farms over vague national security concerns about radar interference.

Both times, Revolution Wind went to court and won injunctions allowing construction to continue. By March 2026, turbines were already feeding power into the grid while workers raced to finish the remaining installations.

The perseverance is already paying off. Revolution Wind has locked in 20-year agreements to deliver 400 megawatts to Rhode Island and 304 megawatts to Connecticut. An earlier Connecticut state analysis found the project could save New England ratepayers up to $500 million yearly in wholesale energy costs, and that was before recent energy price spikes.

The Ripple Effect

Revolution Wind joins South Fork Wind and Vineyard Wind as proof that large-scale offshore wind power works in America. Together, these three projects demonstrate that the U.S. can build the kind of ocean-based renewable energy infrastructure common in Europe for years.

The success is creating momentum. Coast Virginia Offshore Wind is already generating power and expects completion by mid-2027. Empire Wind and Sunrise Wind are both under construction with 2027 target dates.

Rhode Island Governor Dan McKee celebrated the milestone, saying his state committed to seeing the project through to the end. That commitment meant standing firm through regulatory challenges and political headwinds that could have derailed everything.

The partnership between Orsted and Skyborn Renewables will spend the rest of 2026 commissioning the turbines and bringing them to full operational capacity. When complete, the 704-megawatt farm will represent one of the largest clean energy investments in U.S. history.
