Romania Slashes Emissions 75% While Economy Doubles

Romania just cracked the code that climate experts thought was impossible. The country slashed its carbon emissions by 75% over three decades while its economy doubled in size, achieving the cleanest economic growth in Europe.

Workers outside Bucharest are now building Europe's largest solar farm. One million photovoltaic panels will stretch across frozen fields, generating 760MW of power even after sunset thanks to battery storage. But it won't hold the record for long—an even bigger 1GW solar plant is already approved in the northwest.

The transformation started when communist-era factories closed in the 1990s, but the real magic happened when Romania joined the European Union in 2007. EU standards forced polluters to clean up and brought funding to modernize the energy system. The country completed a nuclear power plant, built massive wind farms near the Black Sea, and covered homes and shops with solar panels.

The results speak for themselves. Each dollar of Romanian economic activity now produces almost 10 times less pollution than it did in 1990. The carbon intensity of the power sector dropped by 52% in just 17 years after EU membership, compared to only 9% in the previous 17 years.

Nature got a break too. Forests expanded onto abandoned farmland, and the amount of carbon absorbed by trees increased by 77%. The changes turned a heavily polluted industrial economy into a modern service-based one running on clean energy.

The shift wasn't easy for everyone. Entire coal mining towns emptied as young people left for better jobs elsewhere. Former finance minister Ioana-Maria Petrescu, who now runs a climate nonprofit, says the transition was "brutal for a lot of people." Communities that depended on factories and mines withered when those industries shut down.
