A new Boston Consulting Group report reveals that 40% of Saudi organizations now qualify as AI Leaders, exactly matching the global benchmark. Even more impressive, 35% of Saudi companies have reached the critical "Scaling" stage, moving far beyond testing phase into full enterprise deployment across banking, healthcare, manufacturing, and infrastructure.

The business results speak volumes. AI-leading companies in the Gulf region are delivering 1.7 times higher shareholder returns and 1.5 times better profit margins than companies lagging behind. That performance gap is only expected to widen, with leaders projected to generate three to five times more value by 2028.

What separates winners from the rest comes down to five key strategies. Leading Saudi organizations are redesigning entire business processes around AI rather than just plugging in new tools. They're hiring and training talent 1.8 times faster than competitors, investing 6.2% of IT budgets into AI compared to just 4.2% for laggards, and building strong governance to guide decisions.

The Gulf region as a whole jumped eight points in AI maturity between 2024 and 2025. The public sector stands out particularly, achieving the highest AI maturity levels globally among surveyed markets, showing how government leadership can accelerate progress.

This isn't just about corporate scorecards. When nearly half a nation's organizations embrace advanced technology this quickly, the benefits spread everywhere. Across the Gulf Cooperation Council, 39% of organizations now qualify as AI Leaders, just one percentage point behind the global average. Saudi companies are also experimenting with the newest frontier: agentic AI systems that can make decisions and take actions independently. Already, 38% are testing these advanced tools, not far behind the 46% global average.

Challenges remain, particularly around accessing specialized computing hardware and building deeper talent pipelines. But the report's authors emphasize that Saudi Arabia has cracked the hardest part: converting national ambition into measurable progress at scale.
