Saudi Arabia's Quality of Life Program Tops $20B GDP Goal

Saudi Arabia just proved that investing in happiness can boost the economy too.

The Kingdom's Quality of Life Program, launched in 2018 as part of Vision 2030, contributed $20.7 billion to the nation's GDP in 2025, surpassing its original target. The initiative also generated $5.5 billion in non-oil revenues and created 387,000 direct jobs.

"Before Vision 2030, these sectors received limited attention," said Khalid bin Abdullah Al-Baker, CEO of the Quality of Life Program Center. The shift reflects a new approach where improving citizen wellbeing and growing the economy work hand in hand rather than competing for resources.

The program touches nearly every aspect of daily life in Saudi Arabia. Citizen satisfaction with municipal services hit 85 percent, while a new platform called Furas connected government and private partners to unlock over 19,000 investment opportunities worth more than $2.4 billion.

Tourism emerged as a standout success story. Saudi Arabia ranked first globally in international tourism revenue growth during early 2025 compared to pre-pandemic levels, with the Saudi Summer season alone attracting 32 million visitors who spent over $14 billion.

The cultural sector expanded with the opening of the Red Sea Museum in historic Jeddah and a new global academy for Arabic calligraphy. National heritage sites welcomed more than 14 million visitors throughout the year, reflecting growing pride in Saudi identity and history.

Sports and wellness initiatives got Saudis moving. Nearly 60 percent of adults now engage in regular physical activity, supported by over 9,000 community sports groups serving 230,000 people through the Sport for All platform.

The Ripple Effect

What makes this program remarkable is how it weaves together economic development with human flourishing. By investing in culture, sports, tourism, and urban design, Saudi Arabia created a model where quality of life improvements drive business growth rather than drain public resources.

The initiative proved particularly innovative in urban development, launching a Saudi Architecture Map with 19 distinct styles that honor regional heritage while incorporating smart city technology. Al-Baker emphasized that preserving architectural authenticity and adopting modern innovation aren't opposites but partners in creating livable cities.

Local businesses benefited too, with 44 percent of program-related activity coming from domestic companies. This local content requirement ensures economic gains stay within communities while building homegrown expertise in emerging sectors.

The success shows what's possible when governments treat citizen wellbeing as an economic strategy, not just a social goal.
