Scotland Pauses AI Data Centres for Green Planning Rules

Scotland is taking a bold step to make sure the AI revolution doesn't come at the expense of its communities and environment.

Lawmakers voted Wednesday to pause all new approvals for hyperscale AI data centres for up to a year. During that time, the government will create national guidelines to ensure these massive facilities meet environmental standards before breaking ground.

The decision affects more than 20 proposed data centres across Scotland, including one project in Fife that could become the second largest in the world. These facilities provide the computing power needed to train AI systems, but they consume enormous amounts of electricity and water in the process.

The pause came after hundreds of concerned citizens protested outside the Scottish Parliament earlier this month. They asked for clearer rules about what makes a data centre truly "green" before allowing more construction in their communities.

Scotland isn't rejecting AI infrastructure. Instead, it's choosing to get the groundwork right from the start.

The government has already introduced mandatory environmental impact assessments for any data centre requiring more than 50 megawatts of power. The new national planning guidance will go even further, helping balance economic opportunity with energy grid capacity, carbon emissions, and community impact.
