The Defence Science and Technology Agency built a unified cloud platform that lets developers launch secure defence applications in just three months. The Cloud and Platform Engineering team solved a problem plaguing tech organizations everywhere: how to move fast without breaking security.

DSTA's new approach lets teams experiment freely on commercial clouds with AI tools and modern software services. Once they've tested their ideas, the code moves through secure bridges into mission-critical defence systems. It's a "code low, deploy high" model that gives developers the speed of Silicon Valley with the security defence demands.

The 85-person CAPE team launched about a year ago after DSTA realized its expanding cloud footprint was becoming a tangled mess. Different teams used different tools, different processes, and different workflows. Director Koh Jin Hou saw an opportunity to turn that chaos into consistency.

Now nearly 100 product teams and 1,000 developers work across three cloud environments. The setup includes commercial clouds, on-premise systems, and an upcoming air-gapped partnership with Oracle. Instead of navigating multiple teams separately, developers get coordinated guidance on everything from architecture to security.

CAPE's platform engineering breakthrough extends far beyond Singapore's military. The same challenges of balancing speed with security plague large organizations across every sector, from healthcare to finance.

The team measures success through tenant satisfaction scores, platform reliability, and how consistently they hit deployment timelines. Koh believes the model works for any large enterprise juggling HR systems, finance platforms, logistics tools, and operations software. Multi-cloud environments and shared governance needs aren't unique to defence. The principles of self-service platforms, consistent tooling, and integrated support apply everywhere.
