South Bend Drafts Plan to Close Black Student Achievement Gap

South Bend is turning decades of documented inequity into concrete action with a new strategic plan designed to help Black students thrive.

Black Lives Matter South Bend partnered with the NAACP South Bend Branch, JAX Aspire Foundation, and LeAja Consulting to draft a resolution urging the school district to create specific, measurable goals for Black student achievement. The plan addresses academic performance, mental health resources, and early childhood education.

The resolution builds on findings from South Bend's Reparatory Justice Commission, which documented over a century of systemic barriers that denied Black residents fair access to basic needs. Those institutional harms left lasting impacts on local Black students, families, and school employees.

Now the community gets its chance to weigh in. A public forum on August 4 at 6 p.m. will bring residents together at the St. Joseph County Public Library to help shape the strategic plan into actionable educational policies.

The Ripple Effect

This collaborative approach shows how communities can transform painful history into forward momentum. By inviting public input, South Bend isn't just creating policies for Black students but building them with the entire community.

The plan focuses on accountability and ensuring students receive the specific resources they need to succeed. That means tracking progress with real numbers and adjusting strategies based on what actually works.

"This conversation is an opportunity for our community to help shape a strategic plan that addresses longstanding disparities, strengthens accountability, and ensures Black students have the resources and support they need to thrive," said Oletha Jones, Education Chair of the NAACP South Bend Branch.

The resolution goes before the South Bend Community School Corporation Board of Trustees, representing months of research and coalition building between organizations committed to educational justice.

When communities acknowledge past harms and create specific plans to address them, real change becomes possible.
