Kim emphasized that transparent business practices are non-negotiable in the region. "For us, 'white' business is a sacred cow that cannot be touched; it must be helped in every possible way," he said.

While the ongoing war presents immediate barriers to large-scale investments, Kim noted that project documentation takes up to 18 months, making current preparation essential. A previous protocol between Ukraine's Ministry for Communities and Territories Development and South Korea's Ministry of Oceans and Fisheries outlined three priority areas: restoring port facilities, modernizing Ukraine's specialized fleet, and introducing modern electronic management systems.

These partnerships show how international cooperation can transform crisis into progress while building economic bridges that will last for generations.
