South Korea just took a major step toward solving one of clean energy's biggest challenges: what to do with solar power when the sun isn't shining.
Korea South-East Power and the Saemangeum Development Agency signed an agreement on August 14 to develop the Saemangeum Green Energy Complex in Buan, North Jeolla Province. The project will combine three technologies into one integrated system across roughly 10 square kilometers of land.
Here's how it works: 1,000MW of solar panels will generate electricity during sunny days. When the grid doesn't need all that power, a 320MW water electrolysis plant will use the surplus electricity to split water into hydrogen and oxygen, storing the hydrogen for later. When electricity demand rises or the sun sets, a 100MW hydrogen-fired power plant will convert that stored hydrogen back into electricity.
Think of it as a giant battery, except instead of storing electricity in lithium cells, it stores energy as hydrogen gas. The system lets renewable energy keep flowing even when nature doesn't cooperate with our schedules.
The project remains in early stages, with no announced budget or construction timeline yet. But the scale is significant for South Korea's clean energy transition.

The Ripple Effect
This complex could help South Korea meet its clean hydrogen electricity targets. The government set a 2026 procurement goal of 500GWh of clean hydrogen power and recently tightened rules to exclude coal-ammonia co-firing, focusing on genuinely low-carbon solutions.
If successful, the Saemangeum project could sell its stored hydrogen electricity through long-term contracts. That revenue stream matters because converting electricity to hydrogen and back again costs more than simply using solar power directly.
Saemangeum is quickly becoming South Korea's hydrogen hub. A commercial hydrogen production facility already operates in Buan, and Hyundai Motor Group has announced major investments in hydrogen, AI, and robotics in the region. This new project dwarfs those efforts at 320MW.
Korea South-East Power is already talking with potential partners about forming a special-purpose company and securing equipment suppliers. The Saemangeum Development Agency will provide land and help navigate permitting while working with local communities.
The project will test cutting-edge technology including large-capacity solar cells, industrial-scale water electrolysis, and hydrogen-only turbines. Korean officials are calling the integrated demonstration a domestic first.
Acting president Cho Young-hyuk said the company aims to create "a world-class green energy complex" that becomes "a model energy transition project that grows together with the local community."
