Taiwan's Bureau of Standards will verify production data using international life cycle assessment methods. If a manufacturer's numbers don't hold up under inspection, their certification gets pulled.
The new rules go beyond just carbon. Panels must now withstand pressure equivalent to heavy snow loads and pass tough accelerated aging tests that simulate five years of sunlight exposure. These upgrades come after Typhoon Danas damaged over 135,000 solar panels in 2025, a wake-up call that pushed the country to demand more resilient equipment.

Taiwan is racing toward 20 gigawatts of installed solar capacity by November 2026. That's enough to power millions of homes, but officials realized their renewable energy push wouldn't mean much if the panels couldn't handle the island's harsh weather or if making them created massive emissions elsewhere.
The certification remains voluntary rather than mandatory for all panels sold in Taiwan. However, government programs and subsidies can require it, giving the standards real teeth in the marketplace.
France has a similar carbon tracking system for solar modules, though it uses different metrics and units. The European Union doesn't yet apply carbon border rules to solar panels, focusing instead on steel, cement, and other heavy industries.
