US and Mexico Share Water Cuts to Save Colorado River

After years of disputes, the United States and Mexico just agreed to something rare: both countries will take less water to save the Colorado River for everyone.

The new agreement, called Minute 334, cuts Mexico's annual water allocation by 250,000 acre-feet (about 16.7%). That matches the same percentage reduction that Arizona, California, and Nevada already accepted.

The International Boundary and Water Commission finalized the deal on September 2, 2026. Both governments approved the two-year agreement, which treats the river itself as the ultimate winner.

"This Minute makes sure water is shared fairly among our users and protects the health of the Colorado River during these difficult times," said U.S. Commissioner Chad McIntosh. His Mexican counterpart, Adriana Reséndez, emphasized that the cuts were proportional between both nations.

The Colorado River has suffered from severe drought and shrinking reservoir levels for years. Decades of dam construction and water diversions transformed Mexico's Colorado River Delta from a lush 2-million-acre wetland into mostly dry salt flats.

The Bright Side

The agreement includes a new strategy to manage water salinity as the river reaches Mexico, improving water quality for communities that depend on it. Both countries also committed to cooperating on restoring the Colorado River Delta ecosystem.

If drought conditions worsen, the agreement includes provisions for consultations about additional cuts in 2028. This built-in flexibility shows both nations prioritizing long-term river health over short-term gains.

Mexico still owes water from the original 1944 treaty, but the terms grant five years to catch up. The new agreement works alongside that framework rather than replacing it.
