Wales Mandates Solar Panels on All New Buildings by 2027

Wales is leading the United Kingdom into a brighter, cleaner future by becoming the first nation to mandate solar panels on new buildings.

The new building regulations take effect March 4, 2027, requiring all new construction to include "a system for renewable electricity generation" on site. Rooftop solar panels will be the go-to solution in virtually every case because they're the most practical and affordable option available.

"This is tremendous news for Wales and I applaud the Welsh Government for their wise decision," said Chris Hewett, chief executive of Solar Energy UK. His organization has been pushing for exactly this kind of forward-thinking policy across the country.

The rules apply smart exemptions to keep things practical. If a building can't generate at least 720 kilowatt-hours per year (enough to power a typical home for about three weeks), the requirement doesn't apply. This prevents developers from installing systems that don't make economic or practical sense.

England is expected to follow Wales's lead with similar regulations through its Future Homes Standard and Future Buildings Standard. The UK government plans to finalize those rules in 2026, with solar panels already committed for new homes and buildings across England.

Northern Ireland has been tightening its energy efficiency requirements too, and experts say solar installations will likely become mandatory there soon. Scotland remains the outlier, with lawmakers choosing not to include a solar mandate in their building regulations yet.
