Brazil Builds AI Tool to Help Families Prep for Floods

The country is developing a first-of-its-kind AI agent that will provide every household with personalized climate disaster information and advice. It's one of the world's first national tools designed to help individual families prepare for floods, landslides, and extreme weather events.

The timing couldn't be more urgent. In 2024, floods across southern Brazil affected 2 million people and killed almost 200. Just this February, dozens more died when heavy rains triggered floods and landslides in Minas Gerais, destroying hundreds of homes.

The new tool will store information for each household, including addresses and any special evacuation needs. It combines that personal data with real-time updates from state emergency agencies to deliver accurate, local guidance residents can actually use.

A pilot version launched in July 2025 already lets Porto Alegre residents look up historical water levels for their exact address and date. Think of it as a "Google Maps from the past" that shows how floods have affected specific neighborhoods, helping people understand their real risk.

The Brazilian government invested $2 million over five years to create an interdisciplinary institute bringing together computer scientists, AI experts, psychologists, and social scientists. That human-centered approach matters because communities aren't one-size-fits-all. People differ in education levels, trust in technology, and how they interpret warnings.

This project represents a shift in how governments can protect citizens from climate disasters. Instead of relying only on top-down warnings that might not reach everyone, Brazil is putting detailed, personalized information directly into people's hands.
