Colorado Set to Become Third State to Allow Balcony Solar

"Breaking down barriers to solar energy for Coloradans is an important way to save people money," a spokesperson for Governor Polis said. The bill specifically prevents utilities, local governments, and HOAs from blocking access with red tape and bureaucracy.

For apartment dwellers and families who can't afford a $30,000 rooftop solar installation, this changes everything. A complete plug-in system with battery storage should cost around $2,000 when the Colorado market opens up. That single panel generates enough electricity to power a refrigerator or store backup energy for outages lasting several hours.

Representative Lesley Smith from Boulder pointed out the obvious opportunity. "In Colorado, we have three hundred days of sunshine," she said. "It's time to let apartment dwellers and those that can't afford rooftop solar take advantage of the clean energy provided by the sun."

The bill includes smart safety features too. All equipment must pass independent testing lab approval, and utilities can require installation notifications. Landlords can still set reasonable limits on size and location, but they can't simply say no.

There's a bonus feature for homeowners as well. The legislation also approves "meter collars," a $500 to $700 plug-in device that connects rooftop solar systems to existing electric meters. This eliminates the need for expensive electrical panel upgrades that can cost up to $10,000.
