EU Sets Bold 90% Emissions Cut Target by 2040

The European Union just made history by approving a legally binding commitment to cut net greenhouse gas emissions by 90 percent by 2040, compared to 1990 levels. This makes Europe's climate pledge one of the most ambitious in the world, outpacing commitments from major economies like China and setting a powerful example just ahead of the global COP30 climate summit.

The decision came after intense negotiations in Brussels, where a majority of EU ministers signed off on the plan despite concerns from Poland, Hungary, the Czech Republic, and Slovakia. To make the ambitious target work for everyone, EU policymakers built in meaningful flexibility. Countries can use high-quality international carbon credits for up to 5 percent of their reductions, and the EU will review progress every two years to make adjustments as needed.
