Ghana Partners With Banks to Fix Housing Crisis

Ghana is taking bold steps to transform how millions of its citizens access housing.

The Ministry of Works, Housing and Water Resources signed a partnership agreement with the National Homeownership Fund and Shelter Afrique Development Bank to tackle the country's housing shortage head-on. The collaboration will examine every part of Ghana's housing system to find gaps and create practical solutions.

The assessment will look at five key areas: vision, institutions, regulations, key players, and local initiatives. This comprehensive approach ensures future housing projects are based on real data and coordinated efforts rather than guesswork.

Sector Minister Kenneth Gilbert Adjei emphasized that housing goes far beyond providing shelter. It drives economic growth, creates jobs, improves public health, and enhances the dignity and well-being of Ghanaians across the country.

The government is calling on everyone to participate, from financial institutions and development partners to civil society organizations and the private sector. This united front signals a serious commitment to solving a problem that affects everyday people.

Ghana's partnership with Shelter Afrique Development Bank has already proven successful since joining in 2011. Ghanaian financial institutions and private developers have accessed about $35.5 million in financing for housing projects, helping expand mortgage opportunities for citizens who previously couldn't afford homes.

The Ripple Effect

The benefits of this partnership extend far beyond numbers and policies. About 60% of Ghanaians currently need financial support to own their homes, facing challenges like high land costs and expensive building materials.

This initiative promises to strengthen Ghana's entire housing finance ecosystem and promote greater private sector participation. When more people can afford stable housing, entire communities become healthier, children perform better in school, and families build wealth that lasts generations.

The findings will shape discussions at the upcoming National Conference on Housing Finance later this year. This means the voices and needs of ordinary Ghanaians will directly influence the policies that affect their lives.

Managing Director Thierno-Habib Hann of Shelter Afrique Development Bank explained that the assessment will bring all existing housing policies into one integrated framework. Instead of scattered efforts, Ghana will have a unified action plan with clear priorities.
