Hong Kong AI Chatbot Helps 3,500 Migrant Workers Fight Abuse

When David Bishop's tiny Hong Kong charity started receiving dozens of daily pleas for help from exploited migrant workers, his 17-person team couldn't keep up. So they built an AI lifeline that's now protecting thousands.

Migrasia's chatbot PoBot has handled over 3,500 unique cases since January, catching illegal recruiters, fraudulent fees, and workplace abuse across 36 languages. The tool lives right inside WhatsApp and Facebook Messenger, meeting workers where they already are instead of making them download another app.

The numbers tell a stunning growth story. Monthly cases jumped from 198 when PoBot launched in October 2024 to 744 by July 2026. Nearly 29 percent of help-seekers reported illegal recruitment, the most common abuse, followed by benefit disputes and refund fraud.

Here's how it works: A worker types "My agency is charging me $500 for recruitment." PoBot instantly checks Migrasia's database of licensed agencies, confirms if the fee is legal, and asks for evidence to report violators to authorities. When someone mentions trafficking or sexual abuse, the system immediately alerts human specialists to take over.

Chief operating officer Paras Kalura says the bot now resolves 10 percent of cases completely on its own, up from just 4 percent initially. Even better, it saves hours on every other case by organizing information and answering basic questions before human staff step in.

The tool connects to real databases of licensed agencies and lenders, so its advice isn't generic. It knows Hong Kong's exact fee caps, which government office licenses each recruiter, and what questions to ask to build a case against bad actors.

The Ripple Effect

PoBot doesn't just help individual workers. It's creating the world's first real-time map of migrant worker exploitation. The data reveals patterns that help Migrasia alert governments to emerging scams before they spread.

Bishop calls the global abuse of migrant workers a "climate change-level crisis," worsened by aging populations and labor shortages worldwide. Yet somehow, he notes, not a single government runs a centralized support line for the tens of millions of people working abroad.

The United Nations recognized PoBot's impact with its AI for Good Impact Awards in 2026. Staff monitor every conversation to catch errors, and the system maintains a 99 percent accuracy rate on retrieving the right information.

Chief programme officer Isla Wilson points out that speed matters enormously. Research shows workers are far more likely to pursue justice when they get fast responses. PoBot answers instantly, any time of day, in whatever language a worker speaks.

The team is now expanding PoBot to handle more paperwork automatically, freeing up human specialists for the complex cases that need cultural understanding and cross-government coordination.
