Liberia Hosts Africa's Top Auditors in Historic Summit

For the first time in its history, Liberia is hosting Africa's premier gathering of public finance watchdogs, bringing together leaders from 26 nations to share tools that help governments spend taxpayer money wisely.

Auditor General P. Garswa Jackson, Sr. opened the historic summit Monday at the EJS Ministerial Complex in Monrovia. More than 100 international and local guests gathered for the African Organization of English-speaking Supreme Audit Institutions conference, which runs through Friday.

The timing is significant. Jackson earned his colleagues' trust last October when he presented Liberia's Audit Follow-up Mechanism, a homegrown system that tracks whether government agencies actually fix problems auditors discover. The presentation in Accra drew such strong support that fellow auditors voted unanimously to make Jackson chairman of the ECOWAS audit organization and to adopt Liberia's approach across member nations.

"This is an opportunity to showcase Liberia's progress in audit reform and to learn from our peers across Africa," Jackson said. "Strong audit institutions are the backbone of good governance."

The conference brings heavyweight voices to the conversation. President Joseph Boakai will address delegates on transparency and accountability, while former President Ellen Johnson Sirleaf and former Finance Minister Dr. Antoinette Sayeh will present papers at strategic review meetings. Kenya's Auditor General Nancy Gathungu, who chairs the broader AFROSAI-E organization, will also speak.

The agenda covers pressing challenges facing African governments: how to use data and technology to catch financial mismanagement, how to maintain independence from political pressure, and how to build systems that ensure audit findings lead to real change. Representatives from the World Bank, International Monetary Fund, and European audit offices are attending to share international best practices.

The Ripple Effect

Liberia's audit innovation includes tools that sound simple but make a real difference. A corrective action plan ensures agencies don't just receive recommendations but must show how they'll implement them. An audit recommendation tracker monitors progress. Follow-up dashboards make results visible to the public. Structured collaboration links auditors with the Public Accounts Committee, Internal Audit Agency, and Ministry of Finance so everyone works together instead of in silos.

When audit systems work well, citizens see tangible benefits. Money meant for schools actually builds classrooms. Healthcare budgets reach clinics. Infrastructure projects get completed instead of abandoned halfway through.

By Friday, delegates will adopt resolutions strengthening regional cooperation and commit to measurable improvements in public finance oversight, all aligned with the African Union's Agenda 2063 development goals.

The summit marks Liberia's growing leadership role in advancing good governance across the continent, showing that effective accountability systems can emerge from anywhere when leaders commit to transparency.
