Spanish infrastructure company Grupo Cox won a $310 million contract to build a massive desalination plant in Rosarito, a coastal city south of Tijuana. The facility will convert Pacific Ocean seawater into 50 million gallons of fresh drinking water every single day when its first phase is complete in three years.

The project has been years in the making. Two previous attempts to award the contract failed when companies couldn't meet the technical and economic requirements, and a 2019 legal dispute with another contractor further delayed the desperately needed infrastructure.

Now construction can finally begin. Cox leads a consortium that includes Mexican engineering company Gami Ingenieria e Instalaciones, bringing expertise from operating desalination plants in 16 countries worldwide.

The plant will use reverse osmosis technology, which pushes seawater through special membranes that filter out salt, minerals, and impurities. This method is more energy efficient than older desalination techniques and produces higher quality drinking water.

When fully completed, the facility will double its output to 100 million gallons per day, making it the largest desalination plant in all of Latin America. That's enough to meet the needs of Rosarito and southwestern Tijuana while reducing dependence on the overtaxed Colorado River, which has suffered from severe drought for years.
