
Portugal Launches Bottle Deposit Program to Boost Recycling

Starting April 10, buying a drink in Portugal means paying an extra 10 cents per bottle or can, but here's the good news: you get that money back when you recycle.
The new "Volta" program works just like returning a shopping cart. Pay a small deposit at checkout, bring your empty container to a collection point, and get your money refunded as cash, store credit, or even a donation to charity.
Portugal desperately needs this change. The country currently recycles only 37% of bottles and cans, far below the European Union's 70% target for 2030. Even more concerning, Portugal uses just 3% recycled materials overall, making it the third worst performer among EU member states in 2024.
The system covers plastic, metal, and aluminum bottles and cans up to three liters. Over 2,500 automated collection machines are popping up in supermarkets, plus 48 kiosks across 36 cities. Cafés, restaurants, and bars will also accept returns.

Using the machines is simple. Insert your bottle or can one at a time, and the machine scans, crushes, and immediately offers refund options. You can choose cash vouchers, store discounts, loyalty points, or charitable donations. Digital transfers are coming soon.
There's a catch: bottles must be in good condition. No crushing them beforehand, no missing lids, and barcodes need to stay readable. Only containers marked with the special "return" symbol qualify, though all drinks packaging must join the system by August 10.

Portugal is joining 11 other European countries already seeing success with deposit programs. Germany, Norway, and Sweden have run similar systems for over a decade, proving the model works. Lithuania achieved a stunning 92% collection rate using this approach.
