Prince George's County Schools Gets Permanent Leader

A school leader who spent his first year tackling a massive budget crisis and teacher shortages just proved he's the right person for the permanent job.

Dr. Shawn Joseph has been named the permanent Superintendent of Prince George's County Public Schools after serving as interim leader since July 2025. His appointment, pending board approval, caps off a remarkable turnaround year for Maryland's second-largest school district.

The numbers tell a powerful story. Dr. Joseph slashed teacher vacancies by 52% and improved special education staffing across the district. He navigated a staggering $150 million budget deficit without laying off a single teacher, proving that fiscal responsibility and protecting educators can happen simultaneously.

His approach centered on listening first. Dr. Joseph hosted town halls and community sessions, gathering input from students, families, and staff before making major decisions. That feedback shaped five district priorities focused on literacy, math achievement, student attendance, college readiness, and expanded support for special education and multilingual learners.

The improvements touched nearly every part of school operations. The district finalized three union contracts, restored almost $20 million in state funding through better immunization compliance, and expanded tuition-free dual enrollment to all high schools. Families gained access to new public dashboards tracking student achievement, graduation rates, and attendance in real time.

Even school buses got better. The district achieved a 96% bus driver fill rate and launched a real-time tracking app so parents can see exactly when their kids' buses will arrive.

The Ripple Effect

Dr. Joseph's success in Prince George's County reflects three decades of education experience that started in Montgomery County Public Schools, where he spent 16 years as a teacher, principal, and administrator. His career path shows how investing in educators creates leaders who understand classrooms from the inside out.

The community clearly wants him to stay. More than 4,200 people responded to surveys during the superintendent search, identifying transparency, fiscal responsibility, and student achievement as top priorities. Dr. Joseph delivered on all three during his interim year.

Looking ahead, he'll oversee the district's new three-year strategic plan called "Forward by Design: Acceleration 2029." The plan aims to accelerate achievement for every student while strengthening partnerships with families and investing in teachers.

His credentials back up his track record: a doctorate in educational administration from George Washington University, a master's in reading education from Johns Hopkins, and a bachelor's from Lincoln University, the nation's first historically Black college.
