Texas District Hits 100% Teacher Program Participation
Goliad ISD just became one of the few districts in Texas where every eligible teacher joins a state incentive program. Meanwhile, third graders are crushing reading goals and algebra students doubled expectations.
A small Texas school district just proved that big wins come in all sizes.
Goliad Independent School District wrapped up its school year with academic achievements that have educators celebrating. Third graders hit their annual reading target with 53% meeting or exceeding grade level standards, keeping the district on track for its ambitious 2028 goal of 60%.
But the real standout came from high school algebra students. The district set a modest goal of 29% of students meeting grade level standards on their end-of-course exam. Preliminary results showed 57% achieved that mark, nearly double what administrators hoped for.
Younger students also shined. First and second graders exceeded literacy benchmarks, with 75% and 72% respectively hitting their targets. English I students at the high school surpassed expectations too, with 81% meeting standards against a goal of 69%.
The Ripple Effect

The academic wins reflect something deeper happening in this rural Texas district. Superintendent Holly Lyon announced that Goliad ISD achieved full participation in the Texas Teacher Incentive Allotment program, making it one of only a handful of districts statewide to reach 100% teacher involvement.
The program rewards effective teaching with financial incentives. Getting every eligible teacher on board suggests a culture where educators feel supported and recognized for their work.
That investment in teachers appears to be paying off in student achievement. While some scores like English II fell slightly short of targets, district leaders are using the data to refine their approach rather than seeing it as failure.
Construction projects funded by the district's 2023 bond are also taking shape. The new middle school has reached 95% completion, and a Career and Technical Education facility is on schedule for next summer despite weather delays.
Even the district's 94.89% attendance rate tells a positive story. That number sits just below the 95% goal, but a pending waiver for severe weather that hit in April could push them over the target.
Small districts often struggle to compete with larger neighbors for resources and talent. Goliad ISD is showing that with clear goals, teacher support, and community investment through bond approval, rural schools can thrive and give students the foundation they need for future success.
