
Texas Gets $1.7B Solar Farm at Old Coal Plant Site
A Texas coal plant is getting a second life as home to one of America's largest solar projects. The 1.2-gigawatt Big Rooter Power complex will reuse existing grid infrastructure to deliver clean energy to millions.
An aging Texas coal plant is about to become the unlikely hero of the state's clean energy future.
Energy investment firm Panamint is putting $1.7 billion into Big Rooter Power, a massive solar and battery storage complex in Robertson, Texas. The project will add 1.2 gigawatts of solar capacity to the grid by building right next to the existing Twin Oaks coal plant.
The strategy is simple but brilliant. By placing the solar farm beside the coal plant, developers can tap into tens of millions of dollars worth of existing power lines, transformers, and grid connections already in place. That means cleaner energy reaches Texans faster and cheaper than building from scratch.
"We believe deploying new capacity at existing energy sites is the clearest way to benefit communities, ratepayers, and the environment alike," said Apolka Totth, Panamint's CEO.
This approach is catching fire across America. Similar projects are sprouting up in Illinois, Kentucky, and Louisiana, where old mines and industrial sites are being transformed into renewable energy hubs. Developers call these "brownfield" sites, and they're far cheaper to develop than untouched land.

Big Rooter will roll out in two stages. The first phase brings 491 megawatts online by August 2028, with construction already underway. The second phase adds another 658 megawatts by August 2029, along with 1.6 gigawatts of battery storage and 20 miles of new transmission lines.
Texas already leads the nation in wind power, producing 30% of America's total wind energy. The state also ranks second in solar, trailing only California. Big Rooter will cement Texas's position as a renewable energy powerhouse.
The project qualifies for federal tax credits covering 50% of costs. Developers have already ordered long lead-time equipment like transformers to take advantage of earlier tax incentives.
