Vietnam and Japan Build Cross-Border Innovation Hub

A new chapter in Asian innovation cooperation is taking shape as Vietnam and Japan unite to build something bigger than either could create alone.

The Vietnam-Japan Innovation Forum 2026 brought together leaders from government, business, and universities in Hanoi this week. The gathering marked a major step forward in transforming how the two countries collaborate on technology and innovation.

At the heart of this partnership sits the National Innovation Centre at Hoa Lac Hi-Tech Park, just outside Hanoi. With support from the Japanese government and the United Nations Development Programme, the center is becoming a bridge connecting Vietnamese and Japanese researchers, entrepreneurs, and investors.

The vision goes beyond traditional partnerships. Former Deputy Prime Minister Nguyen Chi Dung outlined an ambitious shift from one-way technology transfer to joint development of new innovations. The goal is creating products and companies that compete globally, not just importing existing solutions.

"We need to move from isolated innovation hubs to interconnected networks," Dung told forum participants. He emphasized measuring success through concrete results: jointly developed technologies, skilled workers, new research centers, and startups reaching international markets.

Japan brings deep expertise in science, technology, and industrial development to the table. Vietnam offers a growing tech sector, young talent, and strategic location in Southeast Asia. Together, they're aiming to make Hoa Lac a flagship model for cross-border innovation.

The forum connected startups from both countries with investors and potential partners. Ten Vietnamese startups received certificates recognizing their potential, while several cooperation agreements were signed between institutions.

The Ripple Effect

This partnership could reshape innovation across Southeast Asia. As Vietnam and Japan prove that cross-border collaboration can produce world-class technology companies, other countries in the region are watching closely.

The model emphasizes something often missing in international partnerships: turning research into real businesses. Labs and papers matter less than products people can buy and companies that create jobs.

University researchers gain access to industry partners who can commercialize their discoveries. Startups get mentorship from experienced Japanese companies and connections to global markets. Investors find promising ventures backed by strong institutional support.

UNDP Representative Ramla Khalidi noted that strong innovation hubs provide environments where ideas flourish and entrepreneurs access resources they need. The Vietnam-Japan partnership creates exactly that kind of ecosystem, now spanning two countries.

The focus on strategic technologies like unmanned aerial vehicles shows both countries targeting future industries, not just catching up to current ones. Joint labs at Hoa Lac are already working on next-generation solutions.

Japanese Deputy Ambassador Ishikawa Isamu expressed confidence that the human networks and innovation ecosystems connecting both countries will continue growing stronger, creating opportunities neither nation could achieve separately.
