Vietnam and Japan Launch Semiconductor Talent Initiative

Two nations are betting big on their shared future in technology, and the payoff could reshape Asia's role in the global semiconductor industry.

Vietnam and Japan announced the creation of a new Semiconductor Human Resource Development Working Group on August 13 at the Vietnam National Innovation Center in Hanoi. The initiative brings together Japan's Ministry of Economy, Trade and Industry, semiconductor companies, and four leading Vietnamese universities to build a pipeline of skilled engineers.

The collaboration tackles a critical challenge: matching what companies need with what universities teach. The working group will identify gaps in semiconductor talent and align training programs with real industry demands, creating pathways for students to enter one of the world's fastest-growing sectors.

Four Vietnamese universities are joining the effort, including Hanoi University of Science and Technology and Ho Chi Minh City University of Technology. They'll partner with Japanese semiconductor firms to develop training programs, research projects, and direct connections between students and employers.

The announcement came at the Vietnam-Japan Innovation Forum 2026, funded by Japan's government and organized with the United Nations Development Programme. More than just talk, the forum showcased real progress already underway between the two nations.

Vietnam's Strategic Technology Networks, launched just a year ago, have already trained cybersecurity engineers to support the country's digital transformation. The networks also hosted an International Quantum Computing Hackathon, connecting Vietnamese researchers with the global quantum technology community.

The Ripple Effect

This partnership extends far beyond a single industry. As semiconductor technology powers everything from smartphones to electric vehicles to medical devices, training engineers creates opportunities across entire economies.

The collaboration builds on Vietnam's Comprehensive Strategic Partnership with Japan, positioning science and innovation at the center of Vietnam's development strategy. Japan has long supported Vietnam's tech sector, particularly in developing Hoa Lac High-Tech Park where the innovation center operates.

The two countries are also establishing a Vietnam-Japan Innovation Hub, creating a physical space where researchers, companies, and universities can collaborate on joint projects, testing, and investment opportunities. It's designed to turn cooperation commitments into concrete results that last.

UNDP Resident Representative Ramla Khalidi emphasized that innovation centers thrive when partnerships flourish within them. She encouraged startups and researchers from both nations to transform promising technologies into solutions with economic, social, and environmental impact.

The message is clear: when nations pool resources and expertise, they create value that benefits everyone involved.
