The Shanghai facility received 1.6 billion yuan in investment (about $177 million) as part of China's broader push to support AI infrastructure with clean energy. The government pledged that clean energy supplies for AI will significantly increase by 2030.

Marine biologists see manageable risks from the technology. While the seawater cooling creates some localized temperature changes, experts say these effects won't spread far. Professor Rick Stafford of Bournemouth University called it "likely a good idea" that will require ongoing monitoring of ocean ecosystems.

The facility in Shanghai follows HiCloud's first commercial underwater data center, which launched in Hainan in 2023, proving the technology works at scale.
