EU Sets Legally Binding 90% Carbon Cut Target by 2040

The European Union just locked in one of the most ambitious climate commitments on the planet, legally binding itself to cut greenhouse gas emissions by 90% by 2040 compared to 1990 levels.

Ministers from EU member states approved the groundbreaking target in Brussels on Thursday, strengthening the bloc's European Climate Law. The decision marks a major milestone on Europe's path to complete climate neutrality by 2050.

The 90% reduction target goes further than the climate pledges of most major economies, including China. It sends a powerful signal just ahead of the upcoming COP30 climate summit that Europe is serious about leading the global fight against climate change.

Not all member states voted in favor. The Czech Republic, Slovakia, Poland, and Hungary opposed the measure, worried about impacts on energy-intensive industries, farmers, and lower-income households. But a reinforced majority of countries backed the ambitious goal, believing the long-term benefits outweigh short-term challenges.

To ease concerns, EU policymakers built in several flexibility options. Member states can use international carbon credits to meet up to 5% of their reduction targets under the Paris Agreement. The European Commission will also review progress every two years and can make adjustments if needed.

The Ripple Effect extends far beyond Europe's borders. Stientje van Veldhoven from the World Resources Institute says the EU's bold target demonstrates the level of ambition required at this critical moment for global climate policy. By finalizing this commitment before COP30, Europe arrives at the negotiating table with credibility and concrete action, not just promises.

The decision positions climate action as central to Europe's economic future, not a burden to bear. Environmental organizations have celebrated the move as essential progress toward a livable planet.

Europe is already on track to reduce emissions by 66 to 72.5% by 2035 under the approved framework. The 2040 target keeps that momentum building toward the ultimate goal of climate neutrality in just 25 years.
